the perils of hiring a consultant according to systems theory

Thinking of hiring a consultant? Or even us? 

If you are, then you should be aware of something called "shifting the burden" to an intervenor (e.g. consultant).

Here's how it works. An outsider person or group comes to the rescue, only to never teach the people within the system how to deal with the problem themselves. The classic "teach a man to fish" problem.

What should you do? Here's what you should focus on. 

First and foremost, outside consultants/intervenors/helpers should be limited to one-time intervention. And/or help people develop their own capabilities, skills, resources and infrastructure.
