If you are, then you should be aware of something called "shifting the burden" to an intervenor (e.g. consultant). Here's how it works. An outsider person or group comes to the rescue, only to never teach the people within the system how to deal with the problem themselves. The classic "teach a man to fish" problem. What should you do? Here's what you should focus on. First and foremost, outside consultants/intervenors/helpers should be limited to one-time intervention. And/or help people develop their own capabilities, skills, resources and infrastructure. We strongly recomment you read "The Fifth Discipline" for more information. This is a story about a man who set out to change the world. But at first he was unsuccessful. So then he tried to change his country. But again he was unsuccessful. So then he tried to change his city. Yet again, unsuccessful. So he tried to change his neighborhood. No dice. Next up was his family. But his wife and especially his kids resisted (and resented) being changed big time.
At his wit's end, he started to change himself. And you can guess what happened next. He changed himself, and his family changed, and his neighborhood changed, and his city changed, and his country changed, and his country changed. I read once that people regret opportunities not acted upon more than mistakes made. This past year (2017) was one of opportunities passed by, for me personally. 2018 will be different, says every person ever.
